The Governor proposes to provide for the grant by supplementary estimate, which can be voted in the last few days of the year; so that the amount to be paid will be ascertainable within narrow limits. As the percentage method of grant can be used to whip up public sub- scriptions the Governor obviously favours it, and I think that we can approve his proposals

without comment.
